We will provide the environment for your agency to maximize their skills and provide diverse skills in the pursuit of advanced and well trained professional agency. If funding is secured, ALL non-live weaponry and training rounds will be provided.

Phase 1: Stakeholder Engagement & Community Alignment

  • Objective: Establish strong relationships with local law enforcement, county leadership, and neighboring residents.

  • Key Milestones:

    • Present detailed operational plans, safety protocols, and noise-mitigation standards to local leadership and the Pine County Sheriff’s Office.

    • Secure non-binding Letters of Support/Endorsement from public safety agencies to demonstrate regional demand for grant applications.

    • Engage local residents with full transparency to ensure the project respects the rural character of the area, addresses community concerns, and maintains positive local alignment.

Phase 2: Regulatory Compliance, Zoning & Permitting

  • Objective: Secure all necessary state, county, and municipal approvals to ensure full legal alignment.

  • Key Milestones:

    • Submit a Conditional Use Permit (CUP) or commercial re-zoning application for the target property under Pine County ordinances.

    • Complete comprehensive legal reviews, risk management frameworks, and specialized commercial liability insurance policies for force-on-force tactical facilities.

    • Ensure full compliance with environmental, noise, and public safety regulations.

Phase 3: Property Acquisition & Facility Integration

  • Objective: Acquire the target site and repurpose the existing structure into a low-impact, high-grade operational training hub.

  • Key Milestones:

    • Complete property acquisition and initiate site improvement plans.

    • Execute structural repairs, interior modular build-outs, and electrical system upgrades on the existing vacant building.

    • Install secure perimeter controls, off-street parking, and natural visual screening (fencing and landscaping) to ensure operations remain private, unobtrusive, and aesthetically blending with the surrounding area without creating a visual distraction or eye sore for the general public.

Phase 4: Curriculum Integration & Agency Operations

  • Objective: Deploy specialized, scenario-based training programs led by certified instructors for active duty personnel.

  • Key Milestones:

    • Onboard licensed tactics, K9, drone, and scenario-based training instructors.

    • Launch multi-domain training modules (hostage negotiation, room clearing, non-live force-on-force drills, and tactical evacuations).

    • Establish agency scheduling portals for local, state, and federal law enforcement partners.

Phase 5: Community & Public Sector Access

  • Objective: Open designated non-duty hours to the general public to establish a sustainable revenue stream that directly offsets agency usage costs.

  • Key Milestones:

    • Introduce public access hours, corporate team-building events, safety/self-defense courses, and recreational force-on-force gaming (airsoft scenarios).

    • Reinvest commercial public revenues into facility maintenance, technology upgrades, and infrastructure overhead.

    • Provide discounted or fully subsidized facility rental rates and training slots to local and regional public safety departments, minimizing municipal budget impact.
